A perfect blend of Madness' warm, winning spin on ska and the early Specials' tenser, darker sound, the septet created pop/rock/ska fusions that were instantly memorable and rewarded repeated listens. This compilation showcases many of the band's strongest points, including its two biggest American hits in the incipient alternative scene. The album wraps up with a fiery live medley of "Get a Job" and "Stand Down Margaret," recorded in Boston in late 1982, a bonus that captures the band at a definite highpoint.

What Is Beat?" was the first compilation of English Beat released in America. They were multicultural, multi generational (sax man Saxa was 50 years old when he joined the group) and politically savvy. Their music could invoke controversy without the confrontation of obscenity (see "Stand Down Margaret") and mix soul and reggae without having to resort to more trendy measures. When I finally purchased "What Is Beat?" on tape, their first compilation album, I was in heaven. When my music collection converted to CD "What Is Beat?" was one of the first CDs I purchased. It was a slight disappointment, though, because the CD could not hold as much music as the tape did and a few songs had to be cut. Bummer.
This version was released as "Tears of a Clown," omitting the the in the original title. This was the first single recorded and released by The English Beat, a group that would soon be instrumental in the UK ska revival movement, borrowing its sounds from early '60s Jamaican music
